Sheff Wed Confronts Serious Challenges, Declares Football Regulator

'We will play a key role in football's future' - newly appointed regulator David Kogan

Sheffield Wednesday's persistent issues represent a a "serious issue" and the football regulator is aiming to acquire authority to investigate clubs in similar circumstances, the newly appointed chairman the regulator has declared.

Through a comprehensive talk, Kogan, who was named to the position this week, expressed "sympathy" towards Wednesday's fanbase.

Kogan met with four supporters' associations connected to the South Yorkshire club in recent days.

The team have been struggling on and off the field in this season, with the club missing wage payments on several different times, including in last month.

"Obviously the club has become a major concern for the league and a significant problem for football," the regulator explained.

"Sheffield Wednesday is one of the historic institutions for English football and in recent days we have met supporters' organizations.

"Our aim is to acquire the ability... which will permit us to bring Sheffield Wednesday - and other clubs brought to our attention if they require examination and acted upon."

Monetary Issues and Ownership Situation

Wednesday's embattled owner Dejphon Chansiri suggested earlier this year he would be prepared to relinquish control at the stadium, but he has not been able to secure a deal with potential new owners.

Delayed salary payments on time in spring months caused limitations by the football authorities in mid-year, preventing the club from carrying out any recruitment activities for the next three transfer windows, although the ban was rescinded in late summer.

Regulator's Perspective

The chairman stated: "The position was created for the Owls followers, teams facing challenges where supporters are loyal to a local institution that has existed throughout their lifetimes in numerous instances.

"I completely understand Sheffield Wednesday, as I do for each organization that since 1992 have gone to the wall, or been close to going to the wall, for reasons that have nothing to do with the followers."

Inquired if the authority might compel an chairman to relinquish a club if they are considered unfit, Kogan said: "When asking whether 'would we intervene in the final instance?', the response would be once we gather the evidence and know what's going on, we will."

But the chairman emphasized that compelling proprietors to divest clubs would be viewed as the ultimate measure and the oversight body would choose to work with them.

"Our least desirable course of action is start getting involved with an individual club, an specific proprietor, without being in a position to cooperate with that chairman to fix the challenges confronting the team and the chairman's encountering," the chairman stated.

"However, realistically, when you examine the past of the game, over the past few decades there have been certain proprietors, a small minority, but particular people who have shown negligence in the approach they have taken toward their clubs and ultimately refuse to accept accountability for the future."

'Mistakes could erase significant advances'

Kogan met with representatives from 110 clubs to explain the responsibilities of the authority recently and stated it constituted a "progressive gathering" with a "substantial involvement" from the grassroots to elite level.

"The role holds considerable importance, because should mistakes occur, if the football community fails, the remarkable development accomplished could disappear swiftly," the chairman stated.

"And that's what nobody wants in the realm of domestic football is a huge success story - we've got to keep it going.

"There's an enormous amount of money entering the sport and has come into football for the recent generations, because certainty is lacking it will continue to come into football, which is among the factors explaining I think we have to maintain a focused outlook on risk and of course, of the next two or three years."

Top Flight Apprehensions

Elite division representatives objected to the formation of an authority because of fears of a negative impact on the elite division's competitive balance, but the chairman responded: "I'm absolutely committed to the achievement and development as an economic entity of the Premier League.

"Being fully aware of the concern of undermining the division as a high-quality offering of England. But simultaneously, if you engage with division representatives after today's meeting, they would have had a high level of reassurance -and, indeed, they have been telling us in private they have a significant confidence."

Partisan Associations

The regulator remains subject to a "thorough examination" by the official appointments authority after he acknowledged providing funds to the opposition group in recent years.

The official contributed funds to government minister the minister's leadership bid, along with that of the government leader.

"I've been completely open about my former ideological connection [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," Kogan said.

"I currently have no participation in any form of political activity."
