Ukrainian President Volodymyr Zelensky Asserts He Lacks Clear Defense Guarantee from Allies

President Zelensky has stated that European allies have failed to provide concrete pledges that they will defend Ukraine in the event of a new Russian aggression.

"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on midweek.

These remarks follow a day after Britain and France signed a declaration of intent on stationing forces in Ukraine if a peace deal to end the war with Russia is finalized.

However, full security guarantees have yet to be solidified. The United States, which has been spearheading initiatives to end the invasion, was reported to have abstained from signing such a commitment at discussions held in the French capital on the previous day.

Outcomes from the Paris Discussions

After the Paris talks, which involved some 30 countries that comprise the group termed the 'Coalition of the Willing', British PM Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while France's President Macron subsequently indicated a significant number of soldiers may be deployed.

Partner nations suggested that the US would assume a leading role in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has thus far remained silent on the announcement made in the city of Paris.

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in February 2022, and Moscow currently controls about 20% of Ukraine's land.

The President's Evolving Stance

The UK Prime Minister characterized the bilateral declaration as "an essential component of our dedication to stand with Ukraine for the foreseeable future".

He added: "It establishes the pathway for the legal framework under which British, French and partner forces could function on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the years to come."

The Ukrainian leader praised that agreement as a "significant leap of progress".

A day later, however, he appeared less optimistic.

"I see the will, the political will, and that the partners are ready, and the allies are willing to give us robust economic measures, strong security guarantees," he said when asked if nations in Europe would come to Ukraine's aid.

"But as long as we don't have such binding security pacts - formally ratified, supported by parliaments, supported by the United States Congress - this crucial issue remains unresolved. And should they materialize, you still have to rely primarily on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

The Paris talks were also notable due to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

One envoy stated the allies "largely finished" their work on agreeing security protocols.

Last week, the President indicated a peace deal was "90% ready".

Territorial concessions and defense pledges have been at the center of unresolved issues for diplomats.

The Russian leader has consistently stated that Ukraine's military must pull back from the entirety of the Donbas region or Russia will seize it, dismissing potential concessions over how to end the war.

Zelensky has so far ruled out relinquishing any land, but has proposed that Ukraine could redeploy its forces to an established line - but provided that Russia did the same.

Russian forces currently controls about 75% of the Donetsk region, and some 99% of the neighbouring Luhansk. The two regions constitute the Donbas industrial heartland.

It has been intensifying attacks against Ukrainian cities - with a focus on energy infrastructure. Russia has also made incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, though with more limited success.
